Are you implying that 'I' make the chart up? If so you are wrong the chart is based on this (http://uksoulchart.com/ ) and is only provided as information with links to tracks should anyone wish to hear them.
According to this article (from 2009) it is the 'official' UK Soul chart (or was then):

Why do you 'presume' that the Global Chart is any better?
In any case I attempt to keep ahead of 'the chart' and post many new releases that never 'bother' the chart. I am not 'governed by it, although occasionally it will highlight something I've otherwise missed.
