Two tracks pre-released from a forthcoming album by Bryan Carter, "I
Believe", due on 6 Jun 2022. The first, "Not Yet", is his current single
released last week (18 Mar) and the other is "You And I" released as a
single on 11 Feb.
Carter is a graduate of The Juilliard School as a Jazz Studies. NYC, and debuted in 2011 with an album "Enchantment", the forthcoming album will be his sophomore album

Is this a different guy who had album in 1996 called "Whatever You Want" on HDH Records?
Yes I believe it is as this Bryan Carter appears to have debuted in 2011 and looks too young to be the same artist who released an album in 1994.
